The National Immigration Forum’s Leading the Way convening, held from November 12–14, 2024, brought together leaders, advocates, and community members across the business, law enforcement, and faith communities committed to advancing immigration reform. This annual event not only explored innovative policy solutions but also celebrated the remarkable work of individuals making a difference. A significant highlight was the recognition of Chief Geoffrey Farr and Officer Mitchell Soto Rodriguez of the City of Blue Island Police Department, members of the Law Enforcement Immigration Task Force (LEITF), with the Keepers of the American Dream Awards. 

Breaking Barriers in Law Enforcement 

Chief Geoffrey Farr has dedicated 26 years to the Blue Island (IL) Police Department, where he has earned a reputation for strengthening innovation and community engagement. His leadership took on national significance through his advocacy for state-level legislation allowing Deferred Action for Childhood Arrivals (DACA) recipients to serve as police officers. 

In 2023, Chief Farr testified before the Illinois State House in favor of the bill, highlighting how it could address police officer shortages and bring much-needed diversity to law enforcement. The legislation took effect on January 1, 2024, and Chief Farr wasted no time in implementing its provisions. 

One of his first hires under the new law was Officer Mitchell Soto Rodriguez, a DACA recipient whose inspiring journey exemplifies the law’s impact. Motivated to pursue a career in law enforcement after a positive encounter with a Spanish-speaking officer in her youth, Rodriguez overcame significant barriers to achieve her dream. Earlier this year, she testified before the U.S. Senate Committee on the Judiciary, highlighting the contributions of Dreamers to their communities and the nation. 

Panel Discussions: Leading the Way in Immigration Reform 

The convening also featured the panel discussion, “Developments in State Immigration Policy,” where LEITF members Chief Mike Tupper (Marshalltown, IA) and Sheriff Sean Casey (Alexandria, VA) shared insights into the intersection of immigration policy and law enforcement. The session, available on YouTube, emphasized the importance of building trust with immigrant communities while maintaining public safety. 

Chief Tupper and Sheriff Casey spoke about the challenges and opportunities of diversifying police departments, emphasizing the practical and symbolic value of including immigrants in law enforcement. The discussion highlighted how collaboration between law enforcement and community organizations can create solutions that would benefit everyone. 

Inspiring a Path Forward 

The stories of Chief Geoffrey Farr and Officer Mitchell Soto Rodriguez remind us of the potential for inclusive leadership to encourage change. By recognizing these leaders with the Keepers of the American Dream Award, the National Immigration Forum celebrates their efforts to bridge divides and create opportunities for all. 

As the LEITF continues its mission, Chief Farr, Officer Rodriguez, Chief Mike Tupper, and Sheriff Sean Casey serve as powerful examples of how bold advocacy and innovative solutions can pave the way for a more equitable and united future.
